Currently in charge of various business units that includes, Finance, Public Information, CCU, Engineering, Systems Control, Laboratory, Customer Service relative to procurement of supplies, materials, equipment and services. Perform a variety of technical and administrative duties in support of the central purchasing activities of Guam Waterworks to ensure best quality and price adhering to the Guam Procurement laws and guiding principles. Act as the primary liaison between suppliers, contractors, and end users on issues concerning purchasing. Oversee all stages of procurement that includes but not limited to requests, receives, and review requisitions and draft specifications through various communication methods, identify potential bidders, prepare invitations for competitive bids, tabulate and evaluate bid submissions for responsiveness, selection of best value suppliers, contractors, consultants, negotiation of contracts, price agreements and performance evaluations, and contract development and execution. Conduct supplies and vendor research to determine market volatility, price trends, product availability, and potential opportunities. Interpret contract policies, procedures, and ensure that contract changes are properly documented in a timely manner.
