Senior Police Logistics Advisor

Support, assist, and advise INL in its efforts to develop the East Timor National Police’s logistical and administrative capacity. Identify, in consultation with the East Timor National Police, the top logistical priorities for Timorese law enforcement. Provide subject matter expertise to assist in establishing strategies, including implementation plans, acquisition plans, and budgets, to address identified priorities. Aid INL/EA and Embassy Dili in the procurement process of supplies and equipment as well as with the end-use monitoring of procured items. Aid INL by providing subject matter expertise in the development of new operating procedures and regulations to address logistical priorities. Train Timorese law enforcement personnel in new procedures, regulations, and, as necessary, on new equipment and supplies. As needed, identify specialized training or technical assistance needs and assist INL/EA and Embassy Dili in drafting scopes of work to recruit needed experts. Provide written weekly reports on project activities. Attend regular meetings with the Embassy’s program team and East Timor National Police.

Provide technical law enforcement expertise, policy analysis, and program guidance, while establishing goals, objectives, and priorities consistent with internationally accepted rule of law and democratic policing principles. Conduct assessments and/or reviews of existing programs and procedures as a predicate to the development and implementation of initiatives and projects designed to improve the training and mentoring of Iraqi Security Forces.
