Within the Office of the Chief Financial Officer (OCFO), Office of General Counsel (OGC), provided legal and administrative support to the General Counsel, Deputy General Counsel, and other attorneys within the office. Conducted extensive legal research, utilizing legal research databases, legal libraries, legislative history databases, and precedent cases that applied to particular legal matters. Used this research to prepare written analysis, and made recommendations to attorneys based on findings on issues relating to governmental regulatory compliance, federal and district appropriations, contracting and procurement, and accounting and financial transactions. Developed and presented substantive information on diverse topics to assist OGC lawyers on various research and analysis projects. Tracked and analyzed bills and resolutions identified by staff attorneys through the legislative process. Reviewed documents presented to the CFO or his designees, the General Counsel, or the Deputy General Counsel for approval and/or signature, as requested, to ensure conformance and consistency with OCFO requirements as well as regulatory and policy guidelines. Attended Council hearings on matters of interest to the OCFO, and provided timely summaries of the same, including providing analysis regarding how the developments that occurred during these hearings may effect the OCFO. Worked with attorneys to manage and track the OCFO Freedom of Information Act process and reports. Provided critical information and analysis to the inter-agency Memoranda of Understanding (MOU). Compiled and updated the OGC file on financing issues (e.g. when the Internal Revenue Service rules on public finance matters). Participated in substantial legislative drafting and legislative mark-up process in conjunction with the District government legislative and regulatory matters forthcoming within the District, including drafting legislation and mark-up on the DC Street Cars, power supply source, and big-box retailers allowed within the District.
