• Lead program evaluation and improvement initiatives and activities with the Defense Centers of Excellence (DCoE) for Psychological Health (PH) and Traumatic Brain Injury (TBI) response to White House and Congressional directives.

• Orchestrated strategic planning activities to shape stakeholder (i.e., Office of the Surgeon General, Army Medical Command) needs and ensure methodological rigor of field investigations.

• Fielded evaluation study of innovative multi-level model of outpatient behavioral health care at Training and Doctrine Command (TRADOC) installations, final report articulated strategies for maximizing diagnostic accuracy, removing barriers to care and improving treatment outcomes.

• Executed qualitative field investigations that examine adverse behavioral health outcomes in active duty soldiers, especially contextual factors that contribute to suicidal ideation, occupational stress, and the negative sequelae of combat related trauma at Army Forces Command (FORSCOM) installations.

• Designed three-tier evaluation technical assistance program to support foundation in achieving strategic objectives of building grantees organizational capacity for evaluation. Effort was recognized as one of foundation’s annual “Top 10 Strongest Achievements” in 2008.

• Tier One: Provided one-on-one evaluation consultations for programs aimed at expanding health care coverage, diabetes prevention, and providing culturally competent community-based mental health services to Veteran’s. Collaborated with senior level staff to build organizational capacity for assessing program theory, developing logic models, research design and sampling, and data analysis.

• Tier Two: Designed didactic and interactive conference style workshops for 60 grantee organizations. Delivered lectures on subject matter expertise in qualitative data collection, qualitative data analysis, and survey design. 100% of attendees found these sessions “quite useful” or “extremely useful.”

• Tier Three: Designed web-based toolkit, “Planning Effective Project Evaluations,” to provide introductory considerations for organizations engaged in designing and implementing an evaluation study.
