In March 2009, CHHS Staff Attorney Dave McDonough was
detailed by the Maryland Emergency Management Agency (MEMA) to the Maryland Governor’s Office of Homeland Security to help analyze policy related to strategic planning for homeland security. McDonough works under Homeland Security Advisor Andrew
Lauland, who reports directly to Governor Martin O’Malley. The
Office supports the Maryland Joint Executive Committee, a group made up of Senior Leaders from Maryland cabinet agencies that oversee homeland security for the state.
Prior to his recent move, McDonough was briefly detailed
out of MEMA to the Governor’s Office of Homeland Security before the inauguration of President Barack Obama. During that time, McDonough worked on Maryland’s Strategic Goals and Objectives for Homeland Security report, which was released by the Governor’s office in January 2009. The report outlines the Governor’s 12 core goals for a prepared Maryland and is available online at
